Subject:-         MINUTES OF THE MEETING OF THE EXECUTIVE COMMITTEE OF THE CSP/DMG ASSOCIATION

 

                        First meeting of the newly-elected Central Executive Committee of the Pakistan CSP/DMG Association was held on 15th August, 2003 at 1:30 p.m at the Punjab House, Islamabad under the Chairmanship of Mr.Hafeez Akhtar Randhawa, Chief Secretary Punjab/President of the Association. List of the participants is attached. Mr. Javed Akram, Member, Federal Public Service Commission /former President of the Association also attended the meeting on special invitation.

2.                     The Chief Secretary Punjab, welcoming the participants,  observed that we need to take a basic decision i.e. whether the Association should function as a social club or have a more pro-active approach for the betterment of the Service members. Mr. Javed Akram stated that in the past the Association has been mostly operating as a social club. It, however, got recognition from the Establishment Division in 1999 and it can now have a more proactive role.

3.                     Other participants of the meeting also expressed their views about the future role of the Association. Almost all of them advocated more pro-active approach for the welfare of the service members. One of the members observed that in the past ex-PCS officers were  not given due recognition by the DMG officers. There is a need to allow their induction at certain level into DMG on the pattern of Provincial Police Officers who are inducted into PSP at the rank of SP. Mr. Ali Hussain Malik was of the view that there was a need to improve the service conditions for the members of the service so that young talented people can be attracted to join the service in future.

4.                     The Chief Secretary Punjab explained the efforts being made by the Punjab Government for the Civil Servants in the context of the Devolution Plan. He pointed out that he was going to make a presentation to the President of Pakistan shortly in this regard and, if agreed to by the members of the Association, he can also make the presentation, may be separately, to the President for the DMG officers. He suggested that one or two committees may be formed which should study the issues in depth and put up recommendations before the presentation to the President is made.

5.                     After detailed discussion on different agenda items. Following decisions were taken:

(a)                Election of the Provincial Chapters should be held immediately following retired/serving officers were proposed to be the Provincial Election Commissioners for the purpose:-

4.   Balochistan       Mr.Ghias-ud-Din Ahmad       He will associate one serving DMG

Director, NIPA, Quetta            Officer for making the requisite arrangements. (Eventually Mr. Saad S. Khan, Deputy Secretary to Chief Secretary Balochistan, did the job).

           

(b)               A committee chaired by Mr.Hamayun Farshori, Chairman Planning & Development Board Punjab, Lahore, to be set up to make recommendations about the service structure etc in the light of the Devolution Plan. He will associate four representatives, one from each province, as members of the Committee. Mr. Musharraf Rasool, presently working in some International Organization in Islamabad, was recommended to be included as member of the committee. The committee may like to benefit from Khawaja Zaheer Ahmad, Secretary, Local Government and Rural Development Government of Pakistan in this regard.

 

(c)                A circular will be issued to all the members under the signatures of the President of the Association to forward their views/recommendations, if any, about the service structure etc. to the Chairman of the above committee, if they so wish.
